From 1954-1976 it was and "All-Star" team race between NEISA and MAISA, sailed in Ravens and then Shields. For the next eleven years, the format was match racing. In 1988, it reverted to fleet racing, in J22s. Coast Guard and at least four other NEISA teams are chosen to compete, with unfilled other District berths going to additional NEISA teams.
