Us sailing appeal 78 answers nicely one of the questions raised at our debrief: 
A boat that acquires right of way over a second boat and causes the second boat 
to break a rule of Part 2 in order to keep clear of her, breaks rule 15 by not 
initially giving the second boat room to keep clear.
