User registration via info card not given in 'User Behaviour' report

Steps:

1. Go to Idp, register a new infor card.
2. Login using new infor card.
3. Register a new user card
4. Login to javarp from the card registered in step 3.
5. Check the "Usage" report.
Issue:

The "Usage" report doesn't capture the step 1 above.
