Admin should be able to do the attribute mapping as soon as he adds a claim as
a supported claim

When admin adds a claim as a supported claim; he can't do the mapping to the
attribute id, until a user signs up with the new set of supported claims.
Reason: mapping attributes are selected from the um_user_attributes table and
this table gets populated with the new supported attributes only when a new
user signs up with the new set of supported claims.
