If i-Nav leaves its users exposed to phishing attacks, and the users are bothered by it, then I would expect them to switch to a different IDN plug-in.

I agree, but in this case, we have already missed the start.
mozilla.org has a pretty wide reach worldwide, partly due to the localization efforts. So maybe mozilla.org could get in touch with various people, either to get info, or to have them beta-test a version with a white list, etc.
