The issue has little to do with the originating domain. It has to do with piggy-backing off of the reputation off of a domain regardless of who originated it. It's probably the easiest to do that with the originating domain, but that doesn't mean it can't be done elsewhere. Indeed, the bulk sender signing from their own domain instead of the originating domain is essentially the same as the mailing list problem.
