I would argue that any value in signing the field is defeated by the fact that it is supposed to get removed before it proceeds to delivery.  Some agents might remove it sooner than delivery.  Removing a signed header field has a negative impact at verification time.

It is important to /retain/ the BCC field, for display to the recipient, since it is the only way the recipient can tell why they got the message.  (and probably that they should not do a reply all.)

Historical uses of the field has it sometimes be empty and other times contain the address of the recipient.
