btw, that is not what they said.  Also you ignored the rather important stuff they said before this part.

What they said was:

1. it is essential to note that-- especially for email -- there is a
   long history of being able to achieve improvements through
   incremental enhancement sand that,
2. therefore, it is essential to first look for ways to handle a new
   requirement also through incremental enhancement.
3. The preface to the conclusion text you offered is that it is
   applicable ONLY AFTER trying the first path.
