Here's the short form of what's changed since -02 (as mentioned in the appendix 
in the document too):

   *  typo fixes
   *  updated title
   *  allowed for multiple recipients to be signed (but still all
      legtimiate recipients MUST be explicitly signed)
   *  rewrote to be more "motivation/goals" and less "implementation
      design"
   *  removed the 'obsoletes'

   This memo provides a rationale for replacing the existing email
