While DKIM is intended for use as part of the transit process, it has no technical engagement with SMTP per se. Nor any dependence on it.
There is nothing preventing a receiving platform from performing a DKIM validation, of course, even to point of choosing to do it prior to finishing an SMTP exchange, but that's an implementation and operation choice, and has nothing to do with DKIM architecture or operational expection.
