The SSP specification appears to use normative vocabulary when it does mean to
be normative and it uses normative vocabulary in portions of the document that
are unusual or inappropriate for normative language.
(For reference, let's remember that upper-vs-lower case does not affect
whether it is normative.)
The document's use of each normative term needs to be review and revised as
appropriate.
