I'd like to clarify the role of a new 'users' list from the DKIM lists that
already exist. The existing ones are:
Standardization
Development
Testing
Operations
So who is the "use" one for and what will they discuss? For example, how

it differ from discussion on the Operations one?
In general, we ought to clarify the roles of each of these lists.
