If the document has indeed wandered off into this more general area (and I'd have to re-read it to find the parts you're talking about), we should reel it back in. I don't want to maintain a general treatise on how MLMs should behave unless perhaps I manage to enlist some co-authors of major current MLMs to do so. The document is informational and is deliberately avoiding being normative about anything.
