I don't agree - if we've got (as has been demonstrated) different ideas
of what a TA is (or should be) in this context, then we're going to be
at cross-purposes trying to put together a charter, never mind a
protocol spec.

It's like saying "transportation maintenance", when I'm thinking about
getting my soles re-soled, and you've got 737 ailerons in mind.
