For starters, this should not be a approached as research problem.
Besides that, focusing on anti-spam is targeting the symptom rather than
the underlying protocol that is being abused. We need a real engineering
effort to define an alternative to SMTP that has a reasonably deployable
trust model, and traceability. There may be other requirements, but just
those two would be a good start because the existing legal
infrastructure could start on the social engineering part of the problem
space.
