If a stranger can get a "tag," then it is useless, as there is nothing to stop a spammer from repeatedly getting new tags as old ones are invalidated. Basing them on source domain, IP, etc. makes no difference, as these are already frequently changed. It also requires creation of an entirely new authority and infrastructure to handle creation and distribution of these "tags." Specifics, please, if you don't feel this is the case.
