the NEMO Basic Support protocol http://www.ietf.org/internet-drafts/draft-ietf-nemo-basic-support-03.txt has a reference to RFC 1793.
a Mobile Router could run OSPF with its Home Agent from a remote location through a tunnel to the Home Agent. the NEMO spec recommends that the tunnel between the Home Agent and the Mobile Router be treated as a demand circuit.
there is no implementation of this, however, AFAIK.
