I can answer some of your questions. The IETf learned of Brown's patent application on 2006-11-29. At the IESG telechat held the next day, the IESG decided to withdraw approval and the general direction of its mesage to the community. A significant delay was introduced while the IESG reviewed its note with the IETF's lawyer. Please note that Russ recused himself from the decisions regarding this draft.
