I have to agree with a number of other folks. Patent statements can not be removed. It is probably reasonable to have a section for "apparently not currently relevant" disclosures. But the disclosures, and the terms therein, are still active. This is important for many reasons, including confirming what was historically relied on, having available information if a working group returns to an item, and other issues.

Adding annotations, and organizing information for simplicity and clarity are fine. Removing information is not fine.
