Since this last call was issued, there have been a further 340 messages posted to the TLS list about how to tackle this topic, a degree of activity some I-Ds may not see in their entire life cycle. This does suggest to me that consensus may yet to be reached on the best way forward for this topic and as such, the I-D is not yet ready to progess.
