Location independent identifiers can be introduced at the transport or application layer, without having to change the network infrastructure. There is nothing to prevent researchers or application developers to design a "transport" that sits on top of IPv4/IPv6, or even on top of UDP, and manage location independent identifiers. This is the classic "overlay" play, at the end of which IPv6/IPv4 addresses, or address+port pairs, are redefined as mere lcators. Obviously, this only works for new applications, or new application releases.
