I would hope so (and thanks for the link). My more general concern is/was associated with the comment about "targets" and getting into a situation in which some members of the community start doing their own negotiating and site visits and then get upset if the IAOC says "no" to whatever they propose. Certainly there is not enough information in those reports to turn this into a process in which the IAOC decisions become mechanical. best, john
