I suppose it was inevitable that when it came into the IETF it would balloon into an overcomplicated mess. Think of it as one metadata element, not a big blob of metadata elements. Look at it this way: it's a classification tool. Classification has two functions - to group things which are like and to distinguish things which are unlike. That's all this does. Melinda
