I am not sure why this happens, but you can go to the CRAN site, download
the 0.7.0 file by hand and install it by hand. I have just tried this, it
seems to work.

I did not know about this, actually, and I have no idea about the reason.

We cannot fix this, the binaries are built by CRAN.
