Although this is not solving the root of the problem, you could use vlc player which can increase sound levels based on software processing. Even i have experienced this and have been using vlc player to solve this issue because the actual reason is not clear. Often, the laptop speaker sound is low and this could be more of a hardware problem than a software problem.
