Try an RTI application to find who sanctioned/approved the implementation of
Microsoft softwares at Delhi Univ. Those key people will be the ones who
will have been paid a percentage of the profits or they could have been
armtwisted by bureaucrats/politicians/funders.

maximum impact. UGC etc which funds Delhi univ could also be applied to
since it may be a party to this heraferi as well as the Min of HRD or its
constituents/consultants.

Once proper information gets found and PUBLICISED, such underhanded deals
will be more difficult to justify.

But ferreting out this information will take sustained effort and time by
dedicated group of people. Information found out will come in a series of
steps--like the peeling of an onion to get to the core. Repeated RTI
applications will have to be given to different agencies as newly discovered
information comes to the fore.

A classic example of how RTI was recently used to uncover the process of
nepotism etc in appointments at the central information commission is at *

the process in the long run. The rti process took a few months to uncover.
