Once proper information gets found and PUBLICISED, such underhanded deals will be more difficult to justify. But ferreting out this information will take sustained effort and time by dedicated group of people. Information found out will come in a series of steps--like the peeling of an onion to get to the core. Repeated RTI applications will have to be given to different agencies as newly discovered information comes to the fore.
