You could make one keeping the Indian user in mind. Its worth an effort.

Debian has been packaging a popularity contest package with its distro
since last couple of versions
which shall help it know which packages are most used ones. The
software mails debian anonymously the list of packages installed with
frequency of use etc every week. This helps it know which packages
should go
to DVD/CD. You might find the statistics useful:-
