well, you can try Cine Paint: which has been in use in many hollywood movies, that include shrek too but for editing frames/images
Gimp or gimp hack GIMPShop, Both are good but as you are saying you need to draw painting and sketches. Then in that case i'll recommend you MyPaint: you'll amazed to see the brush sets it comes with.
