You can follow webmonkey.com, dzone.com, ibm developer works<http://www.ibm.com/developerworks/web/> . While there are many more, but these are very good ones. These are not only for PHP, but they regularly post on PHP (web is incomplete without PHP). Plus, I would like to mention that dzone.com is a social bookmarking site. On this site people keep on posting links, and people vote for the best ones. And the ones which are most voted arrive the top list. So this site gets you the fresh material from all over the web.
