Do you have Windows as a dual boot option? Have you disabled the Bluetooth
from within Windows?

If the answer is yes to the above 2 things, then you need to re-enable the
Bluetooth from within Windows to make sure that Linux can use it!

I know this sucks! but the evil Windows bluetooth drivers locks down the
Bluetooth Hardware :(
