Yes. Actually I am using college LAN. It will ask you for the password and then Synaptic will load. Go the the menu to Settings --> Preferences -> Network Click on manual Proxy configuration and enter the HTTP proxy details (for authentication settings,press the button on the right of the menu) click on Apply and then on Ok. click on Reload. It should work now.Hope this helps. PS -sometimes (rarely but still....) it needs a restart of the system before it will read the new network settings (not sure why). You could also enter global proxy settings in Gnome so that you do-not have to do this for every app that needs Internet access.
