If the engines arrived in service, there shouldn't be a reason to delay
them. If they came into Avon working, this would most likely have them going
right back out in short order. Normally, a joint inspection is performed on
them when they first hit the property to make sure they are working and not
damaged in any way so the leasing railroad isn't held responsible for damage
it did not do. If these units worked their way in to town, the JI may have
been done elsewhere on the system. Several of these units were in service on
the CNIC recently, so should be road worthy. I don't beleive these units
were coming out of storage with the problems that can crop up with being in
storage, especially for an extended period.
