swf itself is proprietary and the question of creating alternate solution to
produce swf doesn't arose. I think foss must start a new initiative to do
such animated/programmable movie  format. Even if it exist now (Dont know
any)
i is nt popular or meet upto flash (otherwise all would have been replaced).
Remember M$ started silverlight with such a vision. They may be targetting
swf in the future.
