Does your place has enough homes with PC's? If then, a customised DVD version of Linux Mint or Ubuntu will work for them. But, if you are planning for a distro shop, it will not work! GNU/Linux or FOSS geeks will get the distro CD's they need any cost. If your home land has geeks, it will be ok. But, I think, it's no the case. So, at this point, at first you have to do is to promote FOSS and GNU/Linux.
