It really is Mr Torvalds orchestrating ( of course with some help ). He has been known to have broken down due to the sheer number of patches coming in, until he wrote git, which helps him manage changes better.
Sorry to bust your dream , but Linux kernel is not "decentralized" or "Liberal" - its a piece of software , and Linus oversees its development - he is the Benevolent Dictator for Life ( Much like Python/Guido Van Rossum ) . Free software thats "decentralized" and "liberal" breaks down fast - the community devolves into a mob.
