I think that it caches the downloaded packages in /var/cache/apt/archives

Also I don't think that old packages get deleted automatically. I have been 
taking back-up of 'archive' and then simply copy those .deb files in the 
archive of other PCs and simply update without downloading any stuff.

I am also putting link to the screenshot of my archive folder where you can see 
all the old and new packages cached.

I suggest you take back-up of archive folder for usage on other PCs or after 
formatting my own machine. I don't know if that would help.
