Not mandatory. Few examples here::

* There is a open source mobile project called OpenMoko. NRCFOSS bought this
hardware and make it available for collaborative development. NRCFOSS
already announced that, "We  sponsored OpenMoko project",

I dont have any idea about, who is contributing for open moko from NRCFOSS.
But still it is available for contributors and enthusiast thr NRCFOSS.

* Myself and some other enthusiast people developed a minimal Linux for
bioinformatics called BioPuppy Linux,

It is still available in NRCFOSS Helpline site and have its own site,
http://biopuppy.org. I spend my official time for Biopuppy work. As a owner
of this project, I did not get any official info like, NRCFOSS supports
Biopuppy linux. But NRCFOSS highly encourage and supports biopuppy Linux
activities. DIT-India also encourages BioPuppy works through NRCFOSS.

The term "NRCFOSS supported project" is crucial term.
Finally, I would like to make it for all thr open source. No matter, who
sponsor a open source project.
