What he means is to not just bottom-post blindly, but to remove unneeded parts while doing so. For example, in this reply, I have removed the ILUGC footer (about unsubscribing etc.) since I know it'll be added again anyway, and it bears no relevance to the discussion. HTH (Hope this helps).
