[Ilugc] unable to open software sources

I recently installed Ubuntu 9.04 in my PC

Whenever I try to open system->administration->software sources
or

open system->administration->printing

mouse cursor will spin for 2 to 5 seconds after that nothing happens just  
disappear from the taskbar.

any ideas?
