i have been running remote servers (both vps and dedicated servers) which 
presumably are expected to be webservers, and have yet to see these 
permissions changed.

I have no idea. And anyway, I feel that if anyone asks how to save php (or any 
files) under /var/www I would advise them to set up a directory on their home 
directory and save them there - they can be accessed through a virtual host. I 
would further advise them not to touch /var/www in any way. Except for maybe 
altering the default index.html (which can be done by root and is usually 
rarely changed during the lifetime of the server)
