Let's say I speak (and read) Tamil. But if there is a separate list for
Tamil and if I'm not subscribed to it, wouldn't I be missing something
interesting every now and then? I mean, if the Tamil list has something very
generic to say (something not about only Tamil FLOSS) wouldn't it be nice to
have it forwarded to *this* list?

It is a good thing not to have a full fledged Tamil discussion on this list,
but why not at least have some interesting mails (announcement/FOSS event
invites) forwarded to this one with a [tamil] tag on the subject ?

+1 on not having full fledged discussion in Tamil on this list
-1 on not having 'any' message in Tamil at all (or any other Indian
languages for that matter)
+1 on using a [tamil] tag
+1 on having a separate list for full fledged FLOSS discussions in Tamil.

Just my 2 cents.
Yogesh.
