If the ethernet connection has a cable plugged in, the networkmanager is normally configured to prefer wired over wireless and thus wireless will never come on. If you've not tried this try unplugging the ethernet cable and then this procedure. Even after I did that, I had issues in some cases, especially if we use WEP128 Hex. The problem was solved by switching to wicd.
