One another approach is to take a phone and run yor application on the
phone's processor. Most phones have a 120-150Mhz ARM processor and can
run all you need. Furthermore, phones come with good amounts of memory
too.

I remember seeing a BREW phone from BSNL at 6,500/=. I'm suggesting
this as you anyway need GPRS. Added advantage is that your appliance
will run on battery.

I'm certain you can get Android phones @$100 in China. Smartphones
start at $75. G'Five has a 3.5" screen smartphone retailing at 2,500/=
with a touchscreen in India. You cannot beat cellphone volumes and
they will come far cheaper than the options above due to the volumes
the industry has.
