If there are budget constraints then they must drop Windows in favor of Linux. Laptop without WiFi is a stupid idea. If Microsoft insists that Windows must be the first OS to boot instead of giving a GRUB like menu then it must be dumped for its monopolistic trade practice. If some one badly wants windows then they will also know how much it costs, where to get it cheap and how to install it.
