Registering the domain name is only for ownership. You have to specify the name servers which can resolve your domain name. In many cases, the registrar themselves provide DNS services using which you can specify the A record to resolve to an IP. If your registrar don't provide DNS services, you might have to get a DNS solution elsewhere or setup one yourself. Once you know the IP/hostname of the nameserver (DNS server), you can update it with the registrar. On a side note, You don't necessarily need a static ip if you can live with 2 mins downtime/day in case of a dynamic ip.
