Every individuals capabilities are different so we cannot say for sure a person with one year of experience in FOSS is eligible to teach students. Which is one of the reasons why they have certifications. So, the question is how does one know whether they are ready to teach FOSS subjects. Certifications seems to be the simple answer but, IMO, they are no good as well.
