There may be cheaper devices / second hand devices available within your budget but I'd say the ones from 'wacom' are the sought after value-for-money deal (will cost you about Rs.2000/- at a min, IIRC). I have a "Wacom Bamboo" model tablet - and I use it extensively with gimp for hobby graphics work.
