Glad to hear that you use ubuntu more than windows . Its a bit strange
that ubuntu performance has decreased .  What are the new packages you
installed ? Especially propreitary applications or drivers ? Any idea
of the applications which potentially are running on background . Also
did you run any updates ?

First you need to find out who the culprit is . Try system monitor and
see what applications are running .
Also you can try a small utility(need to install) called "iotop" which
gives a list of IO processes running and the top ones come there .

Boot time also depends on the services which start during boot up ,
especially the network and potentially disk check which might be
taking some time . Check if they are running .
