Did you see the OpenStack contact[1] page? I strongly feel that, it is the right place. Before starting to do a project in OpenStack, you need to understand what OpenStack is. I would start here [2]. There are several components in OpenStack. May be you should concentrate on your strengths and choose the right one. Since you said you have only system administration experience, you should quickly learn Python programming language [3]. This will be very useful. Do your home work before asking. Explain your strengths and ask how you can help them.
