I understand that M.Sc. (CS-FOSS) is accepted as a qualifying degree for
Ph.D. in Anna University.
For the M.Sc. (CS-FOSS) itself, B.Sc. (and any undergraduate science/arts
degree -- with some programming exposure) is the qualifying degree.

As for Ph.D. in other universities : in general, regular post-graduate
degree is accepted -- they may ask the research scholars to get some
additional credits (including one on Research Methodologies), and waivers
may be given based on the research topic and subjects studied in the
degrees obtained by the candidate. For instance, Research methodologies may
not be needed, if the candidate has M.Phil.

In general, the process is reasonably straight forward if the qualifying
degree is obtained from the same university. If you are migrating in from
other university, it may vary from case-to-case.
